Patron Charters & Borrowing Regulations

To guarantee harmonious, equitable sharing of communal literary assets, all registered borrowers agree to adhere to the User Charter established by the association and the municipality:

Loan Allowances & Duration

Registered patrons may borrow up to 5 books or audiobooks simultaneously for a standard duration of four weeks (28 calendar days). Renewable once for an additional 14 days upon request in person, by phone, or via email.

Non-Punitive Return Policy

We enforce zero monetary late fines. When books are overdue, courteous reminders are sent via email or phone. Patrons who experience difficulties are supported, preserving an inclusive atmosphere rooted in trust rather than financial punishment.

Book Respect & Preservation

Readers are requested to protect books from dampness, direct sun, and pets. In case of accidental damage or loss, patrons are invited to participate in our volunteer rebinding workshop or replace the volume with an identical copy.

Volunteer Ethical Charter & Volunteer Rights

Benevolent engagement is the lifeblood of CHAMP-LIVRES. Our Volunteer Charter (Charte du Bénévolat) defines the mutual commitments between the association and our active community volunteers:

  • Association Commitments to Volunteers: Providing safe, heated, well-lit facilities; furnishing clear orientation and training on library cataloging systems; securing public civil liability insurance covering all volunteer actions; providing travel reimbursement for authorized rural delivery mileage; and recognizing volunteer contributions during our annual civic reception.
  • Volunteer Commitments to the Community: Upholding absolute confidentiality regarding patron reading histories and personal data; maintaining warm, neutral, non-judgmental reception for all community members regardless of background; respecting agreed desk shift schedules; and handling public library assets with conscientiousness.

Financial Auditing & Public Account Books

In accordance with transparency rules governing associations receiving municipal grants, our complete accounting ledgers are maintained according to the standard non-profit chart of accounts (Plan Comptable Associatif):

  • Annual Income and Expenditure Ledgers: Complete chronological record of every receipt, invoice, bank deposit, and expenditure voucher.
  • Public Subsidy Utilization Statements: Specialized accounting statements provided to the Mayor of Champrond-en-Gâtine and the President of the Conseil Départemental d'Eure-et-Loir proving that public funds were expended strictly on book purchases and cultural mediation.
  • Physical Asset Inventory (Inventaire des Immobilisations): Complete registry of all durable assets, shelving units, computer equipment, barcode readers, and reference collections owned by or entrusted to the association.

Intellectual Property & Public Lending Rights (Droit de Prêt)

CHAMP-LIVRES operates in strict conformity with French legislation governing public lending rights (Loi n° 2003-517 du 18 juin 2003 relative à la rémunération au titre du prêt en bibliothèque). Under this regulatory regime, authors, illustrators, and book publishers receive legal remuneration for the circulation of their creative works in public reading establishments:

  • Licensed Book Sourcing: All printed books and graphic novels purchased by CHAMP-LIVRES are procured from certified commercial suppliers or independent bookstore partners declared to the SOFIA (Société Française des Intérêts des Auteurs de l'écrit), ensuring that corresponding legal author royalties are collected and redistributed.
  • Audiovisual Consultation Clearances: Multimedia materials, documentary DVDs, and audiobooks made available to patrons hold explicit public lending and institutional projection rights acquired through authorized educational distribution catalogs.
  • Exemption of Borrowers: In accordance with French cultural statutes, individual library patrons bear no financial responsibility for lending remuneration; all associated statutory dues are handled at institutional levels through state allocations and municipal contributions.

Patron Data Protection & GDPR Compliance Protocols

Protecting the privacy and intellectual freedom of our community members is a core institutional imperative. Our data management protocols comply strictly with the European Union General Data Protection Regulation (GDPR) and the French Data Protection Act (Loi Informatique et Libertés):

  1. Minimal Data Collection: Registration requires only essential contact verification: patron full name, proof of local address, telephone number, and email address (for optional loan due-date notices). We do not collect national identity numbers, financial information, or sensitive demographic data.
  2. Automatic Erasure of Borrowing History: To safeguard intellectual freedom, a patron's loan record is tied to their profile only while the book is physically in their possession. The moment a book is scanned as returned into our cataloging database, the connection between the patron's identity and the borrowed title is automatically and permanently purged from server logs.
  3. Zero Commercial Exploitation: Patron records are never sold, rented, monetized, or shared with commercial entities, advertisers, or third-party mailing lists. Data is stored on secure, encrypted offline workstations located within municipal premises.
